Federal court adopts special master map creating two Black opportunity districts in Alabama

The three-judge panel selected Remedial Plan 3, drawn by Special Master Richard Allen, as Alabama's new congressional map for the 2024 elections. The selected map created a second Black opportunity district in CD-2, running from Mobile County through the southern Black Belt to the Georgia border, with a Black Voting Age Population of 48.7 percent. The judges found the plan fully remedied the VRA violations while most closely approximating the policy choices the Alabama Legislature had made in non-discriminatory respects. Alabama's Secretary of State and legislative leaders objected to the map but were ordered to implement it.
