Speaker Johnson Strips IVF Coverage for Military Families from FY2026 Defense Bill

Speaker Mike Johnson removed a TRICARE IVF coverage expansion from the FY2026 National Defense Authorization Act (NDAA) during final conference negotiations. The provision — backed by Sen. Tammy Duckworth (D-IL) and Rep. Sara Jacobs (D-CA) — had passed both Senate and House versions. It would have extended TRICARE fertility coverage to all active-duty members regardless of how infertility arose. Johnson's opposition stemmed from anti-abortion concerns about unused embryo disposal. Trump signed the NDAA into law without the IVF provision.
