Utah Trial Court Strikes 2021 Congressional Map in LWV v. Utah

Utah Third District Court Judge Dianna Gibson struck down the 2021 congressional map signed by Governor Spencer Cox, applying the strict scrutiny standard set by the Utah Supreme Court 2024 ruling in LWV v. Utah State Legislature. The map split Salt Lake County across all four districts, producing a 4-0 GOP delegation in a state where Republicans win roughly 60 percent of the vote. The court adopted a plaintiff alternative map in November 2025.
