President Bush signs FISA Amendments Act creating Section 702

President George W. Bush signed the FISA Amendments Act of 2008, creating Section 702 as the legal framework for warrantless foreign intelligence surveillance. The law replaced the Terrorist Surveillance Program Bush had run secretly since 2001 without congressional authorization. Section 702 authorized the FBI, NSA, and CIA to target foreign persons outside the United States for communications collection without individual warrants, permitting the incidental collection of Americans' communications when they contacted foreign targets. The House passed the bill 293-129; the Senate passed it 69-28.
