Congress passes Gulf of Tonkin Resolution
Congress passes the Gulf of Tonkin Resolution with overwhelming support: House 414-0, Senate 88-2. The resolution grants President Lyndon B. Johnson authority to take all necessary measures to repel attacks and prevent aggression in Southeast Asia, giving Johnson a blank check to wage war without formal declaration. Later investigation reveals the second attack likely never occurred. The resolution becomes highly controversial and is repealed in 1971.
