Clinton signs National Voter Registration Act, establishing motor voter registration and prohibiting proof-of-citizenship requirements at registration

President Clinton signed the National Voter Registration Act of 1993, requiring states to offer voter registration at motor vehicle offices, public assistance agencies, and through the mail. The law explicitly provided that applicants needed only to attest, under penalty of perjury, to their citizenship — not to provide documentary proof. The NVRA expanded the registered voter rolls by an estimated 7 million people in its first two years.
