Abbott signs HB 4, enacting a mid-decade Texas congressional redistricting map

Governor Greg Abbott signed House Bill 4 on August 27, 2025, enacting a congressional district map drawn during a special session that eliminated two competitive suburban districts and reconfigured CD-33 to remove the Fort Worth-area Black and Latino voters who had elected Democratic Rep. Marc Veasey since 2013. The map reduced Black voting-age population in CD-33 from 22% to under 10% and packed Democratic voters into fewer districts across the Dallas and Houston suburbs. Civil rights groups and the Justice Department filed suit within days alleging the map violated Section 2 of the Voting Rights Act and the Equal Protection Clause.
