Arthur signs the Pendleton Civil Service Reform Act

President Chester A. Arthur signed the Pendleton Civil Service Reform Act, replacing patronage hiring with competitive examinations for a portion of federal jobs. Senator George H. Pendleton of Ohio sponsored the bill after President Garfield's assassination by a rejected office-seeker. The act initially covered about 10 percent of federal positions and created the Civil Service Commission to administer merit-based hiring.
