Norton files whistleblower complaint with the Office of Special Counsel

Norton filed a complaint with the U.S. Office of Special Counsel on Feb. 2, 2026, after more than 75 days on leave. It alleged that HHS and NIH retaliated against her for protected disclosures, a prohibited personnel practice under the Whistleblower Protection Act, and asked OSC to stay the leave and restore her to duty. She sought reinstatement and damages. Her counsel said there had been no legitimate explanation for the leave.
