Clinton signs Improving America's Schools Act creating 21st CCLC

President Bill Clinton signed the Improving America's Schools Act (Public Law 103-382) at Framingham High School in Massachusetts, reauthorizing the Elementary and Secondary Education Act through FY1999. Title X Part I of the law created the 21st Century Community Learning Centers program, authorizing the Education Secretary to issue grants directly to rural and inner-city schools for after-school programs. Initial funding was $750,000 in FY1995, with the program designed to keep schools open as community centers after regular hours.
