Trump freezes IIJA and Inflation Reduction Act discretionary grant disbursements on his first day in office

Executive Order 14154 ("Unleashing American Energy") directs all federal agencies to immediately pause disbursement of IIJA and IRA discretionary grant funds pending review. The freeze affects hundreds of billions in climate, broadband, EV, and infrastructure grants. Formula-based highway and transit funds are exempted. Courts order frozen funds unblocked in April 2025 after multiple legal challenges.
