Congo formally refuses to accept Quiroz Zapata, citing inability to provide her medical care

Congolese authorities formally notified U.S. Immigration and Customs Enforcement that they could not accept Adriana Maria Quiroz Zapata, a 55-year-old Colombian national, because they could not adequately guarantee the required medical assistance for her conditions. Quiroz Zapata had diabetes, hyperlipidemia, and hypothyroidism — chronic conditions requiring consistent medication and monitoring. A U.S. immigration judge had already issued a withholding of removal order blocking her deportation to Colombia, finding she would more likely than not face torture there due to her relationship with a man tied to the Colombian national police.
