DHS Secretary Kelly issues implementing memo directing 287(g) expansion to maximum

DHS Secretary John Kelly issued implementing memoranda on February 20, 2017, directing ICE to expand 287(g) agreements to the maximum extent permitted by law under EO 13768. In the summer of 2017 alone, the administration signed 18 new 287(g) agreements with Texas counties, nearly doubling the total number of active agreements from 32 to 60 in one year. Between 2012 and 2016, DHS had entered only six new 287(g) agreements; the February 2017 memo set off a surge that brought in 38 additional applicants by year-end.
