Comment period closes insurers and watchdogs file opposition

The comment period for OPM notice 3206-NEW closed on February 10, 2026. The Association of Federal Health Organizations filed a 122-page opposition comment. CVS Health executive Melissa Schulman submitted comments arguing the request raises substantial HIPAA compliance issues. Civil Service Strong, a Democracy Forward project, argued the ICR violates both HIPAA's minimum necessary standard and the Privacy Act of 1974.
