Federal Court Issues Permanent Injunction Blocking Immigration Conditions on $7 Billion in Transportation Grants

Chief U.S. District Judge John McConnell in Providence, Rhode Island issued a final judgment permanently enjoining the Trump administration from requiring states to cooperate with federal immigration enforcement as a condition of receiving Department of Transportation grants. Transportation Secretary Sean Duffy had warned in April 2025 that grants could be cut off from jurisdictions failing to cooperate with ICE. The ruling covers all DOT grants nationwide. The Trump DOJ later dropped its appeal.
