Between January 2021 and the 2022 midterms, Republican-controlled legislatures in 34 states enacted laws tightening mail ballot rules. Georgia's S.B. 202 banned unsolicited ballot applications, limited drop boxes, and added ID requirements for absentee ballots. Texas banned drive-through voting. Florida required voters to reapply for mail ballots each election cycle. The Brennan Center tracked 33 restrictive laws passed in 19 states in 2021 alone — the largest wave of voting restrictions since the 1965 Voting Rights Act.
