Trump Signs FY2026 Consolidated Appropriations Act (H.R. 7148) Ending Shutdown

President Trump signed H.R. 7148, the FY2026 Consolidated Appropriations Act, ending a three-day partial government shutdown that began Jan. 31. The House had passed the amended package 217-214 earlier that day. The law appropriated $47.22 billion for NIH, $9.2 billion for CDC, and $118 billion for HHS programs overall — rejecting the administration's proposed $18 billion NIH cut. Section 238 required HHS to notify Congress 60 days before any major reorganization and post plans publicly for citizen review. P.L. 119-74/119-75 was the first FY2026 full-year appropriations law signed by Trump.
