OPM data shows federal exodus is undercutting Schedule F implementation

Office of Personnel Management data released in July 2025 showed that voluntary departures and buyout acceptances had reduced the federal civilian workforce by more than 75,000 employees since January. The mass exodus was creating implementation gaps in Schedule F reclassification, as agencies lacked sufficient staff to conduct the required position reviews. Agency inspectors general flagged service delivery failures in multiple departments.
