Biden revokes Trump's interior enforcement order and pauses 287(g) expansion

On his first day in office, President Biden revoked Executive Order 13768 and directed Acting DHS Secretary David Pekoske to issue an interim memo limiting ICE enforcement priorities to national security threats, recent border crossers, and individuals with aggravated felony convictions. The administration placed a hold on new 287(g) agreements and announced a 100-day removal pause, though a Texas federal judge blocked the pause within days. The administration ultimately preserved most existing 287(g) agreements while terminating only one — Bristol County, Massachusetts — following documented civil rights violations.
