Bush signs No Child Left Behind, shifting 21st CCLC funds to states

President George W. Bush signed the No Child Left Behind Act (Public Law 107-110) at Hamilton High School in Hamilton, Ohio, reauthorizing the ESEA. NCLB moved 21st CCLC from a direct federal-to-school grant program to a state formula grant under Title IV Part B, with states distributing subgrants. Congress simultaneously boosted appropriations from roughly $846 million to $1 billion, and required state education agencies to administer competitions and oversight.
