Trump invokes Alien Enemies Act; Boasberg issues TRO as deportation flights land in El Salvador

President Trump signed a proclamation invoking the Alien Enemies Act of 1798 against Tren de Aragua on March 15, 2025. Within hours, two charter flights carrying 137 Venezuelan migrants landed at CECOT, El Salvador's maximum-security mega-prison. The ACLU filed J.G.G. v. Trump that afternoon. At a 5 p.m. emergency hearing, Judge James Boasberg orally ordered any airborne planes to return and issued a written TRO blocking further removals. The flights were not turned around.
