House Budget Committee Advances One Big Beautiful Bill 17-16 on Second Attempt
The House Budget Committee voted 17-16 on May 18, 2025, to advance H.R. 1 after four conservative holdouts switched from no to present following weekend negotiations. Reps. Chip Roy, Ralph Norman, Andrew Clyde, and Josh Brecheen voted present after Speaker Johnson committed to moving Medicaid work requirements from a 2029 to a December 31, 2026 start date. The bill carried $800 billion in Medicaid cuts, $295 billion in SNAP reductions, extension of the 2017 tax cuts, $46.6 billion for border wall construction, and a $4 trillion debt ceiling increase. All 16 Democrats voted against the bill.
