Obama administration tells Congress Libya military action does not trigger War Powers Resolution
The Obama administration sends a report to Congress on the Libya intervention under NATO's Operation Unified Protector, arguing that the U.S. role is limited enough that it does not constitute "hostilities" under the War Powers Resolution, and therefore the 60-day withdrawal clock has not started.
