Massie Files Epstein Discharge Petition on First Day of Fall Session

Rep. Thomas Massie (R-KY) filed a House discharge petition for H.R. 4405, the Epstein Files Transparency Act, on the first day Congress returned from summer recess. The petition required 218 signatures to force a House floor vote bypassing the committee process. Massie co-authored the bill with Rep. Ro Khanna (D-CA), giving it bipartisan sponsorship from the first day. The petition needed a bill to sit in committee for at least 30 legislative days before signatures could be collected under House Rule XV, clause 2.
