Manhattan Institute Founded by William Casey and Antony Fisher

Future CIA Director William J. Casey and British free-market evangelist Antony Fisher founded the International Center for Economic Policy Studies in New York in 1978, renaming it the Manhattan Institute for Policy Research in 1981. The 501(c)(3) think tank promoted supply-side economics, "broken windows" policing, and welfare-reform research, with funders including the Olin, Scaife, and Bradley foundations. Manhattan Institute scholarship later helped justify Reagan-era tax cuts and 1990s policing crackdowns.
