North Carolina orders a new Ninth District election after absentee-ballot fraud

The North Carolina State Board of Elections ordered a new election in the Ninth Congressional District after investigators found a coordinated absentee-ballot scheme in Bladen and Robeson counties. Leslie McCrae Dowless worked for Republican candidate Mark Harris and became the central figure in the investigation. The board's order kept the 2018 House race uncertified and forced voters to choose again in 2019.
