House Oversight Committee Democrats released a report in June 2019 documenting millions of dollars in spending by foreign governments including Saudi Arabia, China, Malaysia, Kuwait, and Qatar at Trump-branded properties during his presidency. The report included records showing direct payments by foreign state entities to the Trump International Hotel in Washington and other Trump-owned venues. The Foreign Emoluments Clause bars federal officeholders from receiving benefits from foreign governments without congressional consent.
