White House issues blanket refusal to cooperate with House impeachment inquiry
White House Counsel Pat Cipollone sent a letter to House impeachment inquiry leaders on October 8, 2019 declaring the administration would not cooperate with the House investigation in any form, refusing to produce witnesses, documents, or other information. The sweeping refusal covered all executive branch agencies and claimed the inquiry was constitutionally invalid. The House impeachment report treated the blanket noncooperation as an independent basis for one of the two articles of impeachment voted in December 2019.
