DOJ Environment Division head Jeffrey Clark drafted a letter on December 28, 2020 urging the Georgia legislature to convene a special session to consider appointing alternate electors based on unverified fraud claims DOJ had already investigated and dismissed. Acting AG Rosen and acting DAG Donoghue refused to sign. Clark had privately told Trump he would send the letter if appointed acting attorney general. The January 6 Committee cited the draft as evidence of an attempted DOJ-backed election subversion plan.
