Federal court rules Trump IEEPA tariffs exceeded statutory authority

The U.S. Court of International Trade ruled in May 2025 that President Trump exceeded his statutory authority under the International Emergency Economic Powers Act when he imposed broad tariffs on imports — including the sweeping "Liberation Day" tariffs announced in April 2025. The court found IEEPA did not authorize general tariff-making authority and that the administration's use of an emergency declaration to impose tariffs bypassed Congress's constitutional role over trade and tariffs, adding to a series of rulings limiting the administration's emergency power claims.
