Cuba recruits Juan Pablo Roque to spy on Brothers to the Rescue

Juan Pablo Roque, a former Cuban Air Force major, staged a fake defection by swimming to the U.S. Naval Base at Guantánamo Bay in 1992 and was resettled in Miami, where Cuban intelligence had tasked him with infiltrating Brothers to the Rescue and other exile organizations. Roque cultivated a social persona in Miami's exile community, married an American woman, and fed intelligence about BTTR flight schedules, personnel, and planned activities back to Havana. He also simultaneously served as an FBI informant while covertly reporting to Cuba, making him a double agent whose deception would directly enable the 1996 shootdown.
