ALEC Expands Corporate Bill-Drafting into State Legislatures
The American Legislative Exchange Council accelerated its model legislation program in the early 2000s, with corporate members including ExxonMobil, Koch Industries, and PhRMA co-authoring template state bills through formal task forces. State legislators received pre-written bills at ALEC conferences funded by corporate dues. ALEC distributed over 1,000 model bills per year, and one in five became law according to a 2011 Center for Media and Democracy analysis.
