Biden signs Uyghur Forced Labor Prevention Act bans imports from China Xinjiang region

President Biden signs the Uyghur Forced Labor Prevention Act into law with near-unanimous bipartisan support, establishing a rebuttable presumption that goods produced wholly or in part in China's Xinjiang region are made with forced labor and therefore barred from importation under the Tariff Act of 1930. The law creates new enforcement requirements for US Customs and Border Protection to implement, including a new import ban process and public lists of entities that work with the Chinese government's labor transfer programs. The legislation reflects broad congressional consensus on confronting human rights abuses against Uyghurs and other Muslim minorities in Xinjiang, where the US has formally determined a genocide is occurring.
