President Nixon signed the Education Amendments of 1972 (Public Law 92-318), with Title IX prohibiting sex-based discrimination in any education program receiving federal financial assistance. The provision applies to roughly 17,600 local school districts and over 5,000 colleges and universities. Title IX enforcement became a core function of the federal Office for Civil Rights, later housed in the Department of Education when it opened in 1980.
