Eleanor Holmes Norton has served as the nonvoting Delegate to the U.S. House of Representatives from the District of Columbia since January 3, 1991, making her one of the longest-serving members of Congress. Born on June 13, 1937, in Washington, D.C., Norton was a civil rights activist with the Student Nonviolent Coordinating Committee (SNCC) before becoming the first woman to chair the U.S. Equal Employment Opportunity Commission (EEOC) under President Jimmy Carter in 1977. At the EEOC, she issued the first federal regulations defining sexual harassment as a form of sex discrimination. She later served as a professor at Georgetown University Law Center from 1982 until becoming Professor Emerita. In Congress, Norton has been the foremost champion of D.C. statehood, introducing the Washington, D.C. Admission Act every session and securing its first-ever passage in the House in June 2020 and again in April 2021. In January 2026, at age 88, she filed paperwork to end her reelection campaign, signaling retirement after 18 terms.
