Emanuel Cleaver II has represented Missouri's 5th Congressional District since 2005 and is now serving his 11th term. Born in Waxahachie, Texas in 1944, he earned a B.S. from Prairie View A&M University and a Master of Divinity from St. Paul School of Theology. Before Congress, Cleaver pastored St. James United Methodist Church in Kansas City for 37 years, founded the Kansas City chapter of the Southern Christian Leadership Conference, served on the Kansas City Council from 1979 to 1991, and became Kansas City's first African American mayor, serving from 1991 to 1999. In Congress, he chaired the Congressional Black Caucus during the 112th Congress (2011-2013), serves on the House Financial Services Committee, and co-authored the Housing Opportunity Through Modernization Act of 2016.
