George Norris

Nebraska senator who spent years pushing for what became the Twentieth Amendment, arguing the four-month lame-duck period paralyzed government. Norris introduced the amendment so many times the press called it the "Norris Amendment." Ratified January 23, 1933, it moved inaugurations to January 20 and congressional sessions to January 3, cutting the lame-duck window in half.
