Gilbert Ray Cisneros Jr. is a U.S. Representative serving California's 31st Congressional District. A Navy veteran who served as a supply officer from 1994 to 2004, reaching the rank of Lt. Commander, Cisneros first won election to Congress in 2018 representing California's 39th District. After losing reelection in 2020, President Biden appointed him Under Secretary of Defense for Personnel and Readiness in 2021, where he also served as the Pentagon's first Chief Diversity and Inclusion Officer. He won election to the new CA-31 seat in 2024 with 59.7% of the vote. Cisneros and his wife won a $266 million Mega Millions lottery jackpot in 2010, which he has used for extensive philanthropic work in education.
