James Enos "Jim" Clyburn is a Democratic U.S. Representative from South Carolina's 6th congressional district, first elected in 1992. Born July 21, 1940, in Sumter, South Carolina, Clyburn became the first Black member of Congress from South Carolina since 1897 when he took office in 1993. He served as House Majority Whip (2007-2011, 2019-2023) and Assistant Democratic Leader (2011-2019, 2023-2024), making him the first African American to serve multiple terms as Majority Whip. Before Congress, Clyburn served as Commissioner of the South Carolina Human Affairs Commission from 1974 to 1992. In the 119th Congress, he serves on the Appropriations Committee as Ranking Member of the Transportation-HUD Subcommittee.
