Russia and China veto a United Nations Security Council resolution that would have established protections for commercial shipping through the Strait of Hormuz. The resolution receives eleven votes in favor from council members, but Russia and China, both permanent members with veto power, block it, arguing the measure is biased against Iran. U.S. Under Secretary of State Thomas DiNanno told the UN Conference on Disarmament on Feb. 6, 2026 that China conducted a secret nuclear test on June 22, 2020, using seismic decoupling to conceal the blast.
