Nebraska Financial Literacy Graduation Requirement — LB452 (2021)
Nebraska LB452 (signed April 2021, effective for graduating classes of 2024 onward) requires all high school students to complete a 5-CREDIT standalone personal financial literacy course as a graduation requirement. Nebraska is unique nationally in requiring a full 5-credit (one semester equivalent) standalone financial literacy course — most states require only 0.5 credits embedded within an existing course. The course must be taught by a certificated teacher with coursework in personal financial literacy. Content areas include: earning income, buying goods and services, using credit, managing risk, saving and investing, and financial planning. The requirement is separate from the 2019 Nebraska Social Studies Standards. Note: Nebraska's 7-year standards review cycle began February 2025; public comment expected May-June 2026; revised SS standards adoption anticipated Fall 2026 — but LB452 financial literacy requirement is a legislative mandate independent of the SS standards revision.
