Vermont Social Studies Proficiency Hierarchy

Vermont Social Studies Proficiency-Based Graduation Hierarchy (Grades 9-12) based on College, Career, and Civic Life (C3) Framework adopted by Vermont State Board of Education in 2017. Developed through iterative process with Vermont K-12 educators. Narrowed Priority Performance Indicators (PPIs) while maintaining emphasis on all four disciplinary areas: civics, economics, geography, and history, plus inquiry process skills. Per VT Education Quality Standard 2120.5, each school must enable students to demonstrate proficiency in global citizenship (civics, economics, geography, world language, cultural studies, history). Graduation proficiencies for civics focus on understanding structure and function of government at local, state, and national levels plus critical thinking, analysis, and civic engagement skills.
