Biden finalizes AI chip export diffusion framework creating three-tier global access system

The Commerce Department finalizes a sweeping new AI chip export framework that divides the world into three tiers. Tier 1 (close allies) face no limits. Tier 2 (most of the world) face per-country caps on advanced chips. Tier 3 (China, Russia, and adversaries) face near-total restrictions. The framework, called the "AI diffusion rule," is designed to prevent adversaries from accumulating compute clusters through third countries. Critics argue the caps on Tier 2 countries will drive them toward Chinese alternatives. The rule is scheduled to take effect January 15, 2026 — five days before Trump's inauguration.

Trump signs EO 13957 creating Schedule F

Cesar Sayoc mails 16 pipe bombs to Obama Clinton Biden Soros CNN and other Trump critics

Between October 22 and November 1, 2018, Cesar Sayoc, a 56-year-old Florida man who attended Trump rallies and covered his van in Trump stickers, mails 16 pipe bomb packages to prominent Democrats and Trump critics. Targets include: former President Barack Obama, former Secretary of State Hillary Clinton, former Vice President Joe Biden, Rep. Maxine Waters, Sens. Cory Booker and Kamala Harris, former Attorney General Eric Holder, former CIA Director John Brennan, former Director of National Intelligence James Clapper, billionaire George Soros, billionaire Tom Steyer, and actor Robert De Niro. None of the devices detonate. Bomb experts determine they were not configured to explode. Sayoc is arrested October 26, 2018 at an AutoZone in Plantation, Florida. His van is covered in images of Trump, pro-Trump slogans, and images of Trump critics with red crosshairs drawn over their faces. On March 21, 2019, Sayoc pleads guilty to 65 felony counts including attempted use of weapons of mass destruction. On August 5, 2019, he is sentenced to 20 years in federal prison. In letters written before sentencing, Sayoc says Trump rallies were the inspiration for his actions.

LBJ signs the Gun Control Act of 1968, expanding ATF firearms jurisdiction

President Johnson signed the Gun Control Act of 1968 on October 22, 1968, in direct response to the assassinations of Robert F. Kennedy and Martin Luther King Jr. earlier that year. The law banned mail-order handgun sales (closing the loophole Lee Harvey Oswald had used), required federal firearms licenses for dealers, prohibited sales to convicted felons and minors, and gave the ATF — then still within Treasury — jurisdiction over all federal firearms laws. The GCA established the regulatory framework that governs firearms commerce to this day.
