CDC gun research funding zeroed out as ATF ends dealer license revocations

Trump dismantled the White House Office of Gun Violence Prevention on January 20, 2025, hours after taking office. The office website went offline the same day. Director Stefanie Feldman and deputies Greg Jackson and Rob Wilcox resigned before Trump's inauguration.

On February 7, 2025, Trump issued an executive order titled 'Protecting Second Amendment Rights' directing Attorney General Pam BondiPam Bondi to review all Biden-era gun regulations from January 2021 through January 2025 within 30 days.

Acting ATF Director Kash Patel announced the termination of Biden's zero-tolerance policy on April 7, 2025, at an event hosted by Gun Owners of America. Attorney General Bondi called the policy an 'undue burden' on the Second Amendment.

Under Biden's zero-tolerance policy, the ATF revoked 195 dealer licenses in fiscal 2024, the highest number in two decades. In 2021, the ATF revoked only 5 licenses. Most revocations involved gun trafficking schemes, sales to prohibited purchasers, and refusal to allow inspections.

Firearms became the leading cause of death for American children and teens ages 1-19 in 2020, surpassing motor vehicle accidents. In 2021, 4,733 young people died from firearms compared to 4,048 from motor vehicles. Gun deaths among children rose 29.5% from 2019 to 2020.

Trump's budget proposal eliminates all $12.5 million in CDC funding for firearm injury and mortality prevention research. Congress had only restored this funding in 2019 after the 1996 Dickey Amendment created a 23-year research drought.

Wide-ranging CDC layoffs decimated the Division of Violence Prevention. At least 40 staff received termination notices from the unit running WISQARS, the database tracking gun deaths that researchers nationwide use. The CDC's non-fatal firearm injury data system is being eliminated.
