Federal agent kills unarmed citizen during immigrant raid
ICE agent Jonathan Ross shot Renee Nicole Good, a 37-year-old U.S. citizen and mother of three, on Jan. 7, 2026 during Operation Metro Surge in Minneapolis. Good had just dropped her 6-year-old son at school that morning and wasn't an ICE target. Ross, a 10-year ICE veteran and Iraq War veteran, fired the fatal shot while Good was in her vehicle. Good died at the scene.
DHS claimed Good 'weaponized her vehicle' to run over agents, justifying the shooting as self-defense. ABC News video analysis published Jan. 14, 2026 contradicted this account: Good turned her steering wheel right, away from Ross, one second before he fired. Ross was positioned to the side of Good's vehicle, not directly in front as DHS claimed. The video showed Ross wasn't in immediate danger when he fired.
Ross had been dragged approximately 50 yards during a June 17, 2025 arrest in Bloomington after breaking a car window. He required 33 stitches from that incident and Roberto Carlos Munoz was later convicted of attempted murder. Ross was hospitalized Jan. 14-15, 2026 for internal bleeding from the June incident, not from the Good shooting. Trump falsely claimed on Truth Social that Ross was 'recovering in the hospital' and 'it's hard to believe he's still alive' after the Good shooting, but video showed Ross walking away from the scene and DHS confirmed he was treated and released the same day.

Kristi Noem called Good's death 'domestic terrorism' at a Jan. 8 press conference, before any independent investigation occurred. VP JD Vance called Good a 'deranged leftist' and said her death was 'a tragedy of her own making.' Alpha News, a Minnesota conservative outlet, published Ross's cell phone video on Jan. 9. Multiple federal officials told ABC News that DHS released the video strategically to control the narrative.
Minneapolis Mayor Jacob Frey called the DHS account 'bullshit' and told ICE to 'get the f*** out of Minneapolis.' Governor
Tim Walz proclaimed Jan. 9, 2026 'Renee Good Day' and called for ICE to leave Minnesota. Minnesota Attorney General Keith Ellison, Minneapolis, and St. Paul sued DHS on Jan. 12. The lawsuit challenged DHS's version of events and demanded transparency in the investigation.
The FBI took sole control of the investigation on Jan. 8, 2026, barring Minnesota's Bureau of Criminal Apprehension from accessing evidence or the crime scene. Minnesota AG Keith Ellison called this 'deeply disturbing' and said it violated standard protocols for officer-involved shootings. On Jan. 8, the same day, Noem signed a policy requiring seven days' notice before congressional visits to ICE facilities. This blocked Minnesota Reps. Ilhan Omar, Angie Craig, and Kelly Morrison from conducting oversight on Jan. 11.
At least four attorneys in the DOJ Civil Rights Division resigned in protest on Jan. 13 after the department declined to investigate Ross. The FBI instead opened an investigation into Good and her widow. That same day, six Minnesota federal prosecutors including Joe Thompson resigned. House Democrats introduced articles of impeachment against Noem on Jan. 14 for obstruction of Congress and abuse of power, citing the seven-day notice policy which violated a December 2025 injunction.
Good's family raised over $1.5 million on GoFundMe within days of the shooting. They hired Romanucci & Blandin, a civil rights law firm, to conduct a private investigation into the shooting. The family demanded the release of all body camera footage, dash camera footage, and witness statements. They called for Ross to be fired and criminally charged.
Governor Tim Walz declared January 9, 2026, a "Day of Unity" to honor Renee Good and called for a statewide moment of silence at 10 a.m.
