Minority voting power destroyed through surgical redistricting

Texas House passed Trump-backed redistricting 88-52 on Aug. 20, 2025. Governor Abbott signed it on Aug. 29, 2025, immediately triggering federal lawsuits from civil rights groups.

The maps create five additional Republican House seats by redrawing Democratic strongholds. For example, the 32nd District shifted from Harris +24 to Trump +18 by stretching from Dallas suburbs into rural East Texas.

California responded months later through a ballot referendum (Proposition 50) in Nov. 2025, not same-day legislation. This created the first coordinated interstate redistricting war in modern times.

House Democrats broke quorum for two weeks in Aug. 2025, leaving the state to block votes. Republicans passed the maps after Democrats returned, then fined each Democrat $9,354.25.

The maps dilute minority representation in Harris County. Congressional District 29 transformed from a Hispanic "opportunity" district (75% Hispanic) to an "influence" district (59% Hispanic), with Spanish-surname voters declining from 57% to 37%.

Trump administration called on Texas Republicans in Jun. 2025 to pursue mid-decade redistricting. Abbott called special sessions in Jul. and Aug. 2025 to implement the maps.

Supreme Court allowed Texas maps to remain in effect for 2026 elections despite pending Voting Rights Act challenges from civil rights organizations.
