Israel kills Hamas negotiators in Qatar after peace plan announced
The White House released a 20-point Gaza peace plan on Sept. 29, 2025, not Oct. 7, 2025.
The plan requires all hostages, living and deceased, to be returned within 72 hours of Israel's public acceptance of the agreement.
The plan ties staged Israeli withdrawal and large-scale prisoner releases to the complete return of hostages. It calls for 250 life-term prisoner releases plus 1,700 Gazans detained after Oct. 7, 2023, once hostages are returned.
Hamas issued a statement accepting parts of the plan, including readiness to discuss the prisoner-exchange formula and to transfer administration to a technocratic Palestinian committee, but it did not accept unconditional disarmament.
On Sept. 9, 2025, an Israeli strike in Doha hit a meeting of Hamas figures and killed multiple people, including Hamas members and at least one Qatari security official. The attack damaged Qatar's role as mediator.
Trump signaled plans to attend an international summit in Egypt on Oct. 13, 2025, to press the process forward, but major obstacles remained and Israeli strikes continued after initial statements.
