Shelby County opened the floodgates: 30+ states passed restrictive voting laws without federal preclearance review

June 25, 2013: Supreme CourtSupreme Court struck down Voting Rights Act Section 4(b) preclearance formula in Shelby County v. Holder

Same day: Texas announced it would implement previously blocked voter ID law

Since 2020: At least 30 states enacted 108 restrictive voting laws

At least 19 states have new mail voting restrictions since 2020

At least 9 states have stricter voter ID requirements than in 2020

Georgia SB 202 (2021): Required photo ID for absentee ballots, limited drop boxes, shortened runoffs from 9 to 4 weeks

Before Shelby County, states with history of discrimination needed federal approval before changing voting rules

These laws disproportionately affect Black, Latino, elderly, disabled, and low-income voters
