House adopts Norris resolution stripping Speaker Cannon of Rules Committee control

Rep. George Norris (R-NE) introduced a resolution as a matter of constitutional privilege to remove the Speaker from the Rules Committee and expand it from five to fifteen elected members. After an all-night session, the House overturned Speaker Cannon's ruling that the resolution was not privileged, 182–162, then adopted the resolution 191–156, ending the era of czar Speakers. The House formalized a discharge rule (Rule XXVII) by June 13, 1910, giving rank-and-file members a procedural path to bring bills to the floor without leadership approval.
