House GOP blocks Iran War Powers vote during pro forma session
Rep. Glenn Ivey (D-MD) attempted on April 9, 2026 to pass an Iran war powers resolution by unanimous consent during a pro forma House session, but Rep. Chris Smith (R-NJ), serving as Speaker Pro Tempore, abruptly gaveled the session closed without allowing Ivey to speak. Democrats in the chamber objected loudly. Pro forma sessions are constitutionally required brief meetings held during recesses; unanimous consent allows legislation to pass instantly if no member objects. Speaker Mike Johnson's office did not schedule the resolution for a regular floor vote.
